You will need to claim a plot (or plots) before you can start building.
Typing /p auto will automatically teleport you to the nearest unclaimed plot and claim it for you. Or, you can do /p claim to claim the plot you are standing in provided it is unclaimed. (Unclaimed plots have a grey border, while claimed plots have a white border).

How to get there
While in shipyard, use the warp /mw flatlands then click the npc and you will be teleported to FlatLands.
